The Sichuan Provincial Commission for Discipline Inspection and Supervision publicly exposed 5 typical cases of systematic governance of prominent issues in the field of project bidding and tendering.
1. Qi Dengwu, former deputy secretary of the Miyi County Party Committee; Luo Nanhai, former general manager of Panzhihua City West District Xiding Investment Co., Ltd.; and Huang Min, former party secretary and director of the West District Housing and Urban-Rural Development Bureau, colluded to illegally interfere in project bidding and tendering and accepted bribes. From early 2019 to August 2020, Qi Dengwu took advantage of his positions as director of the Panzhihua City West District Development and Reform Bureau, director of the Finance Bureau, and deputy director of the Municipal Finance Bureau. Together with Luo Nanhai, then general manager of Panzhihua City West District Xiding Investment Co., Ltd., and Huang Min, then party secretary and director of the West District Housing and Urban-Rural Development Bureau, they leaked bidding document information in advance, "customized" bidding conditions, and approved lenient reviews to seek benefits for others in project bidding and payment processes. Qi Dengwu, Luo Nanhai, and Huang Min accepted cash bribes totaling over 4 million RMB, over 3 million RMB, and 800,000 RMB respectively. All three had other serious disciplinary and legal violations and were expelled from the Party and public office. Their suspected criminal activities were transferred to the procuratorate for legal review and prosecution.
2. Zhang Jianwei, former party secretary and director of the Housing and Urban-Rural Development Bureau of Guang'an District, Guang'an City, illegally interfered in project bidding and tendering and accepted bribes. From early 2020 to November 2022, Zhang Jianwei took advantage of his positions as party secretary and director of the Guang'an District Ecological Environment Bureau and party secretary and director of the District Housing and Urban-Rural Development Bureau. He manipulated some ecological environment and housing construction project bidding in the district through opaque operations, illegally designated bidding agencies, helped others secure projects unlawfully, and assisted in project payment processes. He accepted or solicited property worth over 3 million RMB. Zhang Jianwei also had other serious disciplinary and legal violations, was expelled from the Party and public office, and his suspected criminal activities were transferred to the procuratorate for legal review and prosecution.
3. Guo Xudong, former deputy party secretary, director, and general manager of Mianyang Science and Technology City Development Investment (Group) Co., Ltd., illegally interfered in project bidding and tendering and accepted bribes. From the second half of 2016 to 2022, Guo Xudong took advantage of his positions as deputy party secretary, director, and general manager of Mianyang Science and Technology City Development Investment (Group) Co., Ltd. He leaked project information in advance and instructed subordinate Pu (handled separately) to "customize" bidding conditions, helping others successfully secure a comprehensive remediation project and assisted in project payment processes. Later, according to their agreement, Guo Xudong accepted "thank you fees" totaling over 14 million RMB. Guo Xudong also had other serious disciplinary and legal violations, was expelled from the Party, had his labor contract terminated, and his suspected criminal activities were transferred to the procuratorate for legal review and prosecution.
4. Ran Hongquan, former deputy director of the Liangshan Prefecture Housing and Urban-Rural Development Bureau, illegally interfered in project bidding and tendering and accepted bribes. From January 2016 to February 2022, Ran Hongquan took advantage of his positions as deputy mayor of Xichang City and deputy director of the Liangshan Prefecture Housing and Urban-Rural Development Bureau. He leaked undisclosed project bidding information, agreed to post bidding documents containing conditions excluding potential bidders, and assisted in project payment processes to seek benefits for others. He accepted property worth over 34 million RMB. Ran Hongquan also had other serious disciplinary and legal violations, was dismissed from public office, and his suspected criminal activities were transferred to the procuratorate for legal review and prosecution.
5. Jiang Haiping, Tang Jun, and Ruan Wenbin, former party secretaries and directors of the Wanyuan City Development and Reform Bureau, accepted bribes in project bidding and tendering work. From January 2018 to June 2020, Jiang Haiping and Tang Jun successively took advantage of their positions as party secretary and director of the Wanyuan City Development and Reform Bureau. They illegally helped others obtain project bidding agency rights and secure projects, and assisted in project payment processes, accepting cash bribes totaling over 3 million RMB and 1.6 million RMB respectively. Both had other serious disciplinary and legal violations, were expelled from the Party and public office, and their suspected criminal activities were transferred to the procuratorate for legal review and prosecution. During the systematic governance of the bidding field, Ruan Wenbin (party secretary and director of the Wanyuan City Development and Reform Bureau from June 2020 to October 2021) voluntarily surrendered, confessed in April 2022 to accepting cash from bidding practitioners, and voluntarily returned illegal gains. Ruan Wenbin was expelled from the Party and removed from government office.
The bidding market environment is an important business environment. Since 2020, under the strong leadership of the Central Commission for Discipline Inspection, the National Supervisory Commission, and the Provincial Party Committee, the Provincial Commission for Discipline Inspection and Supervisory Commission have continuously promoted systematic governance of prominent issues in the engineering bidding field. The entire province has worked together to strongly break illegal interest patterns, optimizing a market environment for healthy enterprise development and fair competition. The above five typical cases involved leaking bidding document information, illegally designating bidding agencies, "customizing" bidding conditions, and coordinating assistance in project payment, seriously disrupting market order, damaging the business environment, and harming public interests. From the cases investigated, a few cadres still disregard Party discipline and national laws, allowing leniency or willingly participating in corruption, turning project bidding into a "cash machine" for power monetization. This highlights the complexity and stubbornness of problems in the bidding field and is a "hard bone" in anti-corruption efforts. Party committees at all levels must always maintain clarity and determination in solving problems unique to large parties, earnestly shoulder the main responsibility for strict Party governance, focus on the bidding field as a corruption "hotspot," play a leading role, continue efforts, and deepen the anti-corruption struggle. Bidding regulatory departments at all levels must adhere to the principle of "managing the industry includes managing its conduct," conscientiously perform supervisory duties, strictly investigate and punish related violations, and continuously improve systems and mechanisms. Discipline inspection and supervisory agencies at all levels must maintain a strict tone, strengthen coordination with public security and development and reform authorities, use cases to lead, and create momentum. They must implement systematic governance, use "full-cycle management" to strike immediately at emerging issues, thoroughly investigate hidden problems, deepen lessons learned from closed cases, promote reform and governance through cases, and always maintain zero tolerance deterrence and constant high-pressure punishment.
