With the approach of Labor Day and the Dragon Boat Festival in 2024, to solidly promote the construction of a clean and honest Chengdu, persistently uphold integrity and discipline, and advance the normalization and long-term effectiveness of work style construction, the Chengdu Municipal Commission for Discipline Inspection and Supervision recently issued a report on typical positive and negative cases regarding the implementation of the spirit of the Central Eight Provisions.
 
Positive examples: experiences and practices in implementing the spirit of the Central Eight Provisions
 
1. The Municipal Foreign Affairs Office further improved the relevant regulations for official overseas trips, strictly controlled the review process, adhered to the principle of "assigning personnel based on the matter and matching personnel to the task," strictly prohibited "piggybacking and inspection-type" visits, and resolutely stopped "finding matters because of personnel" and preferential arrangements. Since 2024, 20 delegations with 46 people have been reduced, persuaded to withdraw, or had their trips canceled, and one member of one delegation was replaced.
2. The Municipal State-owned Assets Supervision and Administration Commission innovatively deepened the "Chengdu State-owned Enterprises: Strengthening Roots and Forging Souls" systematic project, making the rectification of formalism and reduction of burdens on grassroots an important task. The assessment methods were streamlined from six to three types, stipulating that the annual centralized assessment is conducted only once, and linking party building evaluation results with business performance assessments. Through strict requirements and simplified evaluations, practical measures have been taken to effectively reduce burdens and improve efficiency at the grassroots level.
3. The Municipal Government Affairs Bureau promoted intensive and efficient management of public housing, strictly enforced office space allocation standards, conducted no fewer than two special inspections of office spaces annually, and corrected issues of over-standard and illegal use. For the stock of idle office spaces cleared, a categorized handling ledger was established and improved, exploring multiple channels for disposal. The 2024 annual maintenance plan for municipal department office spaces was strictly reviewed, with the approved amount further reduced compared to 2023.
4. The Discipline Inspection and Supervision Commission of Qingbaijiang District conducted special supervision on the use and management of official vehicles, collecting nearly three years of operational data and over 100,000 consumption records such as refueling, maintenance, and cleaning for 226 official vehicles in the district. A public vehicle supervision database was built, applying data comparison, intelligent filtering, and manual verification to add a "clean lock" to official vehicles. Since 2024, 256 abnormal data points have been screened, and 18 problem clues discovered.
 
Negative warnings! Reporting on four typical cases violating the spirit of the Central Eight Provisions
 
1. Chen Lu, Director of the Chengdu Labor and Personnel Dispute Arbitration Court, accepted banquets and other issues that may affect the impartial execution of official duties. From 2017 to 2019, Chen Lu accepted banquets twice from Zhang, head of the talent workstation of a certain Sichuan college, who is a management and service object, and received gift cards, liquor, and other items from others. In January 2024, Chen Lu received a party warning.
2. Li Min, former head of the Digital Urban Management Section of the Shuangliu District Urban Management Bureau, accepted banquets and other issues that may affect the impartial execution of official duties. In 2022, Li Min accepted a banquet from Wang, the legal representative of a certain environmental service company, a management and service object, and received gift cards from him. Li Min also had other serious disciplinary and legal violations. In March 2024, Li Min was expelled from the party and public office, and his suspected criminal issues were transferred to the procuratorate for legal review and prosecution.
3. Zeng Bin, head of the Quality Supervision Group at the Wenjiang District Construction Engineering Quality Supervision Station, accepted banquets that may affect the impartial execution of official duties. In 2023, Zeng Bin accepted a banquet from Zhou, the person in charge of a certain fire protection engineering company, a management and service object. In January 2024, Zeng Bin received a party warning.
4. Zhang Jie, a fourth-level investigator at the Jianyang City Human Resources and Social Security Bureau, violated regulations by giving red envelope gifts. From 2018 to 2022, Zhang Jie gave cash totaling 25,000 yuan three times to Li, former director of the Technical Section of the Chengdu Human Resources and Social Security Bureau (handled separately), under the pretext of building relationships and thanking for work support. In March 2024, Zhang Jie received a serious party warning.

Persevering in implementing the spirit of the Central Eight Provisions
 
The report points out that violations such as improper dining and the illegal giving and receiving of gifts and money are typical behaviors violating the spirit of the Central Eight Provisions and are major enemies of work style construction, seriously damaging the party's image among the people. The above four cases expose the weak awareness of discipline and law among some party members and cadres, the willful abuse of power, the blurred line between "close" and "clean" relationships with management and service objects, and violations and disciplinary breaches under the guise of "personal exchanges." Party members and cadres across the city should conduct self-examination and reflection, deeply learn lessons, always be vigilant against possible public fund dining, factionalism, and interest collusion behind improper dining and gift exchanges, respect reverence, maintain caution, uphold bottom lines, and consciously resist unhealthy trends.
The report requires party organizations at all levels to combine specific actions for building a clean Chengdu, strengthen the construction of clean units and cells, enhance daily education and supervision of party members and cadres, and promptly give warnings for emerging, tendency, and hidden problems. Discipline inspection and supervision agencies at all levels should maintain a strict tone, strict measures, and a strict atmosphere throughout the correction of "four undesirable work styles," accurately grasp new trends and characteristics of violations such as improper dining and gift exchanges, make good use of big data supervision, severely punish violations, and simultaneously investigate and address intertwined issues of misconduct and corruption.
