Chengdu Municipal Commission for Discipline Inspection and Supervision reported 10 typical cases of disciplinary and illegal violations by grassroots "small team leaders"
Since the beginning of this year, Chengdu has been deeply carrying out special governance work in "ten key areas," insisting on taking the special governance of key grassroots positions and personnel as an effective measure to strengthen the construction of grassroots party conduct and clean government. It continuously strengthens case handling guidance, focuses on key areas and critical links, strictly investigates issues such as poor performance, embezzlement, bribery, and favoritism by grassroots "small ten chiefs" (mainly referring to the heads of ten types of grassroots units including police stations, judicial offices, comprehensive administrative law enforcement teams, market supervision offices, police courts, regulatory offices, public primary and secondary schools, public kindergartens, health service centers, and traffic police teams), promoting the comprehensive and strict governance of the Party to extend to the grassroots. Recently, the Chengdu Discipline Inspection Commission and Supervisory Commission issued a report on 10 typical cases of disciplinary and legal violations by grassroots "small ten chiefs" recently investigated. Details are as follows:
1. Ji Xiang, former head of Shibandeng School in Chengdu Eastern New District, accepted property by taking advantage of his position to provide help to others. From 2019 to 2021, Ji Xiang helped others in contracting small repair projects at the school and purchasing school uniforms, receiving a total of 29,000 yuan in property, of which he personally obtained 25,000 yuan. Ji Xiang also had other disciplinary and legal violations. In May 2023, Ji Xiang was subjected to a one-year probation within the Party and removal from government office, and the illegal gains were confiscated.
2. Wang Huayun, former principal of Qing'an Primary School in Chengdu High-tech Zone, embezzled relevant funds to set up a "small treasury" privately. From August 2016 to August 2017, Wang Huayun illegally withheld 85,000 yuan that should have been turned over to the finance department, of which 65,000 yuan was used for school-related affairs and 20,000 yuan was used to purchase his own office computer and printer equipment. Wang Huayun also had other disciplinary violations. In May 2023, Wang Huayun received a serious warning within the Party.
3. Ding Bao, head of the Urban Management Law Enforcement Team in Supo Street, Qingyang District, was negligent in managing his subordinates. Ding Bao was lax in personnel management, neglecting law enforcement officers and civilized guidance personnel, resulting in some guidance personnel impersonating law enforcement officers and extorting from managed service targets, seriously damaging the government’s image and undermining the business environment. In May 2023, Ding Bao received a warning within the Party.
4. Yang Yong, former director of the People's North Road Community Health Service Center in Jinniu District, was lax in supervising physical examination services. In March 2019, Yang Yong signed a "Health Certificate Physical Examination Service Entrustment Agreement" with a technology company without carefully reviewing the company's qualifications, entrusting the company to carry out health certificate physical examination services, resulting in irregular services and adverse effects. Yang Yong also had other disciplinary violations. In February 2023, Yang Yong received a warning within the Party.
5. Zou Shisheng, director of Longquan Judicial Office in Longquanyi District, falsely reported volunteer services to obtain work subsidies. In 2018, Zou Shisheng arranged staff at Longquan Judicial Office to falsely report social personnel participating in community correction volunteer services, illegally receiving volunteer subsidies totaling 9,900 yuan. Zou Shisheng also had other disciplinary and legal violations. In June 2023, Zou Shisheng received a serious warning within the Party, and the illegal gains were returned.
6. Zhou Jian, team leader of the Urban Management Team at the Comprehensive Law Enforcement Coordination Office in Hongguang Street, Pidu District, accepted red envelopes and gifts from managed service targets. In December 2020, Zhou Jian received 1,888 yuan via WeChat transfer from Li, the person in charge of a machinery leasing company in Hongguang Street, under the pretext of "Spring Festival greetings" for personal expenses. In September 2023, Zhou Jian received a government warning, and the illegal gains were confiscated.
7. Wang Hongxia, principal of Shizhong Kindergarten in Jianyang City, misused public funds for personal consumption. From July 2015 to March 2022, Wang Hongxia used public funds to purchase 8 packs of hard-box Zhonghua cigarettes for personal consumption, totaling 4,000 yuan in value. Wang Hongxia also had other disciplinary violations. In April 2023, Wang Hongxia received a serious warning within the Party, and the illegal gains were returned.
8. Zhou Gang, former director of Huaikou Market Supervision Office in Jintang County, accepted property by taking advantage of his position to provide help to others. From May to December 2021, Zhou Gang helped others obtain home purchase qualifications by illegally registering business licenses and modifying registration times, receiving a total of 1.455 million yuan in property. Zhou Gang also had other disciplinary and legal violations. In May 2023, Zhou Gang was expelled from the Party and public office, and his suspected criminal case was transferred to the procuratorate for legal review and prosecution, with the involved property transferred with the case.
9. Yin Huiyun, director of Tiangongmiao Health Center in Dayi County, was negligent in supervising the use of medical devices. Yin Huiyun was lax in internal management of the health center and failed to promptly detect the use of expired medical devices. In February 2022, the center was administratively punished by relevant functional departments. In April 2023, Yin Huiyun received a warning within the Party.
10. Chen Zhengquan, director of Chengjia Market Supervision Office in Pujiang County, used public resources to fuel his private car. From January to April 2023, Chen Zhengquan used the unit's official fuel card, which he personally kept, to refuel his private car six times, totaling 2,310 yuan in value. In September 2023, Chen Zhengquan received a warning within the Party, and the illegal gains were returned.
The report points out, The above 10 typical cases expose problems such as some grassroots unit leaders having lax and insincere work styles, weak sense of purpose, and poor awareness of discipline and law; some grassroots stations (institutions, schools) lacking systems and mechanisms and inadequate daily supervision. Party members, cadres, and public officials across the city, especially grassroots cadres, should conduct self-examination and reflection, deeply learn lessons, and take warnings. Party organizations at all levels in the city must firmly grasp the main responsibility, stand at the height of the Party’s governance and strict governance, focus on grassroots "small ten chiefs," make good use of political talks, the "nine-responsibility work method," normalized regulations and discipline, early detection and correction of emerging, tendency, and hidden problems, combined with the second batch of thematic education, continuously strengthen daily supervision and education guidance of grassroots "small ten chiefs," promote the comprehensive and strict governance of the Party to extend continuously to grassroots stations (institutions, schools), and implement strict requirements at the grassroots level.
The report requires, The city's discipline inspection and supervision system must firmly grasp the primary responsibility of supervision, insist on a clear focus on grassroots, continuously deepen the special governance of "ten key areas" regarding corruption and work style problems that are "visible" and "felt" by the masses, strictly investigate and deal with problems such as abuse of power, unfair handling of affairs, insincere work style, and poor performance. At the same time, urge the units where cases occurred to earnestly carry out case-based reforms, governance, and construction.
