Speech by Luo Zhengren, President of the Chengdu Ya'an Chamber of Commerce, at the Establishment of the Chengdu Ya'an Chamber of Commerce and the Ya'an Post-Disaster Industrial Reconstruction Project Promotion Conference

　　Good afternoon, everyone!

　　With the strong support of the Chengdu Federation of Industry and Commerce and the Municipal Civil Affairs Bureau, the close cooperation of the United Front Work Department of Ya'an Municipal Committee and the Ya'an Federation of Industry and Commerce, and the care and help from friends from all walks of life, through the efforts of the initiators and enthusiastic entrepreneurs from Ya'an, the Chengdu Ya'an Chamber of Commerce is officially established today. First of all, please allow me, on behalf of every member and in the name of the President of the Chengdu Ya'an Chamber of Commerce, to extend the warmest welcome and heartfelt thanks to all the leaders and guests who took time out of their busy schedules to attend the founding ceremony!

　　According to the charter, China's first chamber of commerce was established in 1905, with a history of 109 years. Through the late Qing Dynasty and the Republic of China, the role of chambers of commerce has been increasingly recognized by merchants, society, and affirmed by the government. As the saying goes: merchants gather to form chambers of commerce, which have proven effective today.

　　With the deepening of reform, the "all-powerful government" is transitioning to a "limited government," and the pattern of "strong government, weak citizens" is shifting towards "small government, big society." As an important part of the market economic system, chambers of commerce have become the backbone and trend of healthy social development.

　　Currently, the "two hands" in the market economy: one is the government's "visible hand" and the other is the market's "invisible hand," both of which may malfunction. As a non-governmental organization, chambers of commerce serve as the "other hand," helping to balance, provide early warnings, and compensate for loss of control.

　　Ya'an has a long history and was under the jurisdiction of the central government as early as the pre-Qin period. The Han Dynasty left a rich cultural heritage, and in modern times, it witnessed the "Tragic Land of King Yi" and the "Victory Site of the Red Army." Ya'an is the starting point of the ancient Tea Horse Road. Ya'an tea was transported to Tibetan areas through this route for over 1,300 years. It was a special commodity for tea-horse trade between successive central governments and ethnic minorities such as Tibetans and Qiang, becoming an important bond for enhancing political, economic, and cultural exchanges between the Han people and various ethnic groups.

　　Building on the past and looking to the future, based in Chengdu, benefiting Ya'an, and facing the world, the Chengdu Ya'an Chamber of Commerce will seize this rare historical opportunity to build this platform into a showcase for enterprises, a cultural stronghold, an industry outpost, and a spiritual garden, enabling Ya'an merchants to realize the great Chinese dream in the land of abundance.
