How young cadres should cultivate "Dao" and "De", according to the Central Commission for Discipline Inspection

The way of governance is fundamentally based on self-cultivation. General Secretary Xi Jinping profoundly pointed out that the party spirit cultivation and moral standards of cadres will not naturally improve with the length of party membership or work experience, nor will they naturally improve with promotion. It is necessary to strengthen self-discipline, self-restraint, and self-transformation. As young cadres, at the beginning of their official careers, they should fasten the "first button" of clean governance properly, regard moral cultivation as a lifelong subject, and take steady and solid steps.

"Virtue is the commander of talent." As young cadres, to act uprightly and walk the right path, one must cultivate moral integrity, understand etiquette and honesty, and respect oneself with virtue. Morality is fundamental both to individuals and society; the foremost priority in being a person and doing things is to uphold virtue and self-cultivation. Adhering to both virtue and talent, with virtue as the priority, because virtue is primary and directional. Only by understanding great virtue, observing public morality, and strictly maintaining private virtue can one's talents be properly utilized. In contrast, some young cadres who "just stepped onto the official path but soon went astray," violating discipline and laws and being investigated by the organization, had impure original intentions and motives for joining the party, treating party membership as a shortcut to promotion and wealth. Once in power, they abused it for personal gain and amassed wealth extravagantly; some could not resist temptation, envied and imitated their bosses' lavish lifestyles, indulged in debauchery, and were obsessed with nightlife; some were vain, giving extravagant gifts like "luxury cars" and "villas" in live streams, becoming "top donors," and spending lavishly on online games by "recharging" and "buying equipment"; some were morally corrupt, addicted to low tastes, involved in pornography, gambling, and drugs, living a dissipated life. All these behaviors abandon the basic moral integrity expected of party members and cadres.

Most young cadres have high educational backgrounds, have received good education, have broad horizons, and access to diverse information. Their growth process is relatively smooth, with fewer experiences of severe tests. When facing difficulties, setbacks, or adversity, they may experience confusion, hesitation, or even wavering thoughts, and their behavior may deviate. Young cadres should uphold great virtue of loyalty to the party, regard firm ideals and beliefs as a lifelong subject, and constantly cultivate and refine themselves whether in favorable or adverse circumstances. They must believe and remain loyal for a lifetime. A lifetime is not only a concept of time but also a determination and will. They should always temper strong party spirit, take a clear stand on major issues, be fearless in the face of trials and storms, and remain firm in the face of various temptations. As young cadres, they should aspire to accomplish great things, not just to hold high office, maintain a calm mindset, be indifferent to personal gains and losses, focus on work, and always be loyal to the party and trust the organization.

Deeply cultivate a people's sentiment and uphold public morality that benefits the people. Most young cadres have simple growth experiences; many are typical "three-door" cadres who have moved from home to school, and from school to government offices. Their understanding of the "flesh-and-blood bond between the party and the masses, and the deep affection like fish and water" is not profound enough, and their feelings are not deep enough. Their understanding of the party's mass line is not thorough, which may lead to ideological alienation from the masses and detachment from the masses in work. They must stand firmly on the people's position, always maintain close ties with the masses, sincerely regard the masses as teachers, learn from the masses, and follow the party's mass line in the new era. They should cherish and respect the power granted by the organization and the people, adhere to the principle of serving the public and governing for the people, eliminate the "official lord" attitude and privilege mentality, get down to work, listen to public opinion, and wholeheartedly solve the urgent, difficult, and worrying problems of the masses, continuously enhancing the people's sense of gain, happiness, and security.

Strict private morality must start with small matters and details. Young cadres are energetic, eager to try new things, willing to make friends, and enjoy a colorful life, but they must firmly guard the line against corruption and degeneration. Remember the principle that "a dike collapses because of an ant hole, and air leaks through a needle's eye," insist on strengthening self-cultivation from small matters and details, improve oneself bit by bit, be strict in self-cultivation, correct in heart and clear in principles, and prevent minor problems from becoming major ones. Be cautious when alone, at the beginning, in small matters, and in desires; cultivate and strengthen awareness and ability of self-restraint and self-control; maintain a serious lifestyle; cultivate healthy interests; and achieve "a heart unmoved by the temptation of small profits, eyes not dazzled by the allure of colorful things." Manage one's social circle, friendship circle, and entertainment circle well; in private, when alone, and in subtle matters, be as cautious as walking on thin ice or facing an abyss, never indulge, never cross boundaries, and never violate rules.
