The Sichuan Provincial Commission for Discipline Inspection and Supervision publicly reported 9 typical cases of disciplinary and illegal violations in the state-owned assets and enterprises system.
To deeply advance the comprehensive and strict governance of the Party within the provincial state-owned assets and enterprises system, solidly handle the "second half" of case investigations, exert the effect of warning education, and continuously strengthen the deterrent effect, the following is a report on nine typical disciplinary and illegal cases recently seriously investigated and dealt with by disciplinary inspection and supervision organs at all levels across the province in the state-owned assets and enterprises system.
1. The issue of Du Hong, former Deputy General Manager of Sichuan Investment Group Co., Ltd., providing huge guarantees in violation of regulations. From 2015 to 2016, while serving at the former Provincial Railway Investment Group Company, Du Hong illegally decided that a subordinate company under his responsibility would solely provide a full joint liability guarantee for a loan of 3.8 billion yuan. To avoid affecting his personal interests, he ignored risk warnings, concealed the true situation, and indirectly failed to implement higher-level decisions and deployments, causing significant risk of loss to state-owned assets. Du Hong also had other serious disciplinary and illegal issues, was expelled from the Party, had his benefits canceled according to regulations, and his suspected criminal matters were transferred to the procuratorate for legal review and prosecution.
3. The issue of Guo Xudong, former Deputy Party Secretary, Director, and General Manager of Mianyang Science and Technology City Development Investment (Group) Co., Ltd., illegally accepting gifts, and accepting banquets and travel arrangements that could affect impartial execution of official duties. From 2013 to 2022, during his tenure as Deputy General Manager and General Manager of Kefa Group, Guo Xudong repeatedly accepted gifts totaling 488,000 yuan that could affect impartial execution of official duties; accepted a birthday banquet organized by a private enterprise owner at a high-end hotel; and, together with his family, accepted travel arrangements to Yunnan, Hong Kong, and other places paid for by private enterprise owners. Guo Xudong also had other serious disciplinary and illegal issues, was expelled from the Party, had his labor contract terminated, and was sentenced to twelve years in prison and fined 2 million yuan.
4. The issue of You Yuande, former Party Committee member and Chief Engineer of Sichuan Jingzhun Inspection and Testing Group Co., Ltd., engaging in profit-making activities in violation of regulations. From 2008 to 2017, You Yuande took advantage of his positions as Director of Guang'an Transportation Quality Supervision Station, Director of the Municipal Highway Engineering Testing Center, Party Committee member and Chief Engineer of Jingzhun Group, to illegally undertake subcontracting of labor services for road renovation project signs, signboards, markings, asphalt concrete paving, and self-inspection of highway projects, earning a total profit of 555,000 yuan. You Yuande also had other serious disciplinary and illegal issues, was expelled from the Party and public office, and his suspected criminal matters were transferred to the procuratorate for legal review and prosecution.
5. The issue of Huang Bin, former General Manager of Xingwen Shihai Water Conservancy and Hydropower Construction Engineering Co., Ltd. and former Deputy Director of the Engineering Department of Xingwen County Development Investment Group Co., Ltd., bribery. From 2014 to 2021, Huang Bin bribed relevant personnel with 530,000 yuan to gain benefits in project contracting, construction supervision, and final accounts auditing. Huang Bin also had other serious illegal issues, was dismissed from public office, sentenced to four years and four months in prison, and fined 350,000 yuan.
6. The issue of Liu Huaixue, former Section Chief of the Economic Operation Section of Ningnan County Cocoon and Silk Industrial Concentration Development Zone Management Committee and former Party Secretary of Ningnan County Nansi Road Group Yinhong Silk Industry Co., Ltd., illegally holding concurrent positions and receiving remuneration. From 2014 to 2019, Liu Huaixue received salaries, bonuses, and benefits totaling 238,100 yuan from the part-time company while also receiving wages and performance bonuses from the Management Committee. Liu Huaixue also had other serious disciplinary and illegal issues, was expelled from the Party and public office, sentenced to four years in prison, and fined 200,000 yuan.
7. The issue of Gu Hefeng, former Party Committee member, Director, Deputy General Manager, and Trade Union Chairman of Deyang Economic Development Zone Development (Holding) Group Co., Ltd., illegally interfering in bidding. From 2015 to 2022, while serving as Party Committee member, Director, and Deputy General Manager of Deyang Economic Development Zone Development (Holding) Group, Gu Hefeng used his position to help others win bids by illegally notifying bidding agencies and instructing winning bidders, alone or with others, accepting bribes totaling more than 1.96 million yuan. Gu Hefeng also had other serious disciplinary and illegal issues, was expelled from the Party, had his labor contract terminated, and his suspected criminal matters were transferred to the procuratorate for legal review and prosecution.
8. The issue of Chen Guo, former Deputy General Manager of Chengdu Yimin International Trade Co., Ltd., using his power to seek benefits for relatives and friends. From 2018 to 2020, Chen Guo used his position to introduce several relatives and friends to sign fixed procurement and sales contracts with his company that were not affected by market price fluctuations, causing risk of loss to state-owned assets. Chen Guo also had other illegal issues, was dismissed from public office, sentenced to two years in prison with a two-year and six-month probation, and fined 160,000 yuan.
Comprehensive and strict governance of the Party is an ongoing journey, and the Party's self-revolution is always underway. The second plenary session of the 20th Central Commission for Discipline Inspection made new deployments to deepen the rectification of areas with concentrated power, funds, and resources such as finance, state-owned enterprises, and political and legal fields, fully demonstrating the Party Central Committee's strong determination and firm will to advance comprehensive and strict Party governance and to combat corruption and evil with zero tolerance, sending a strong signal that the anti-corruption struggle will never stop and will always sound the charge. The above typical cases reflect that state-owned enterprises are prone to unhealthy practices and corruption such as irregular decision-making, bribery, related-party transactions, rent-seeking, and embezzlement. All localities and units must deeply recognize the political harm of "relying on enterprises to eat enterprises," focus on new hidden and mutated trends, continuously deepen corruption governance in the state-owned enterprise sector, maintain a high-pressure anti-corruption stance, and provide strong disciplinary guarantees to escort the high-quality development of state-owned enterprises.
