Shortly after the private enterprises symposium, on November 16th, the Sichuan Provincial Committee of the Communist Party of China and the Sichuan Provincial People's Government issued the "Opinions of the Sichuan Provincial Committee of the Communist Party of China and the Sichuan Provincial People's Government on Promoting the Healthy Development of the Private Economy." Centered on stimulating private investment vitality, reducing operating costs of private enterprises, alleviating financing difficulties and high costs, enhancing the competitiveness of private enterprises, strengthening the protection of legal rights and interests of private enterprises, and strengthening organizational guarantees, 20 policy measures were proposed to help the healthy development of the private economy.

Further stimulating private investment vitality includes lowering market access thresholds for private enterprises, broadening investment fields for private capital, and promoting fair participation of private enterprises in market competition. Further reducing operating costs of private enterprises includes fully implementing tax preferential policies, strictly cleaning up and regulating enterprise-related fees, and promoting the reduction of factor costs. Further alleviating financing difficulties and high costs for private enterprises includes strengthening credit support for private enterprises, encouraging direct financing, and enhancing innovative financing services. Further enhancing the competitiveness of private enterprises includes vigorously cultivating private economic market entities, promoting innovation and entrepreneurship of private enterprises, focusing on improving management levels, and supporting private enterprises to expand markets. Further strengthening the protection of legal rights and interests of private enterprises includes legally protecting property rights, innovation rights, and independent business rights of private enterprises, and establishing and improving mechanisms for protecting legal rights and interests. Further strengthening organizational guarantees includes enhancing overall coordination, policy implementation, and incentive assessments, totaling 20 measures.

Under the current economic situation, the six major measures emphasized at the private enterprises symposium and the above 20 policy measures will surely play a role in unleashing the vitality of market entities, enhancing their own innovation capabilities, improving quality and efficiency, and optimizing the development environment. At the same time, they will further inject stronger development momentum into private enterprises, allowing the innovation source of the private economy to fully flow and the creative vitality of the private economy to fully burst forth.
